DPI tools (traffic filtering services that carriers have) will not be able to determine if there is a VPN traffic going through. At the deepest inspection of network packets, nothing secret / strange will be revealed. For anyone outside the channel the VPN will appear like a regular communication between a device and a server via HTTPS protocol, which can be a simple visit of any modern website.
